Examples of Boyd Projects for Governments Include:
- Retained for a 4-year period by Her Majestys
Government Department of Trade and Industry to assist in the
privatization of British Coal Corporation (BCC). Visited all of the
operating collieries and opencast operations, reviewed and developed
mine plans, assessed availability of coal reserves, commented on coal
quality, projected future performance levels and capital requirements,
reviewed market conditions, and ranked the surface and underground operations
in order of economic viability. Throughout the assignment, BOYD's staff
interacted with senior government officials, legal and financial advisors,
and BCCs corporate and mine staff.
- Completed a competent persons report for a large
stock offering for Shenhua Coal Company on the Hong Kong exchange. Our
technical report was also included in the prospectus. The study included
evaluation of underground and surface mining operations, coal washing
and handling facilities, privately owned railroad and port facilities
and related equipment.
- Retained to complete a coal concessions study for
the Country of Pakistan. The objective of the study was to review existing
coal concession rules, coal mining regulations, and the overall fiscal
regime, and to suggest amendments to provide a legal framework designed
to encourage coal exploration, development, and production. Tasks included:
- Recommend changes in coal concession rules.
- Review and comment on existing mining regulations.
- Review existing fiscal incentives, identifying
major weaknesses and shortcomings.
- Develop model agreements and blue print for
model institution.
- Prepare a promotional brochure on the coal
industry of Pakistan.
- Provided training and information to Romanian Government
officials on environmental permitting, reclamation guarantees, coal
leasing, tax and royalty issues. Reviewed and recommended revisions
in Romanian mining and environmental laws.
