Safety Systems Management - Guiding management
on or in the development of a comprehensive health & mine safety
system that incorporates effective processes designed to achieve expected
results. BOYD also provides the necessary guidance on how to integrate
health & safety into other aspects of the business plan.
- Benchmarking Mine Safety & Health - Creating
opportunity for continuous improvement through the identification of
best practices, and on targets that create and promote sustainable results.
- Reviews (Audits) - Evaluating strategic components
of the health and mine safety system to determine the effectiveness
of systems management. Reviews offered by BOYD are critical to advancing
health and safety performance and to maintaining the edge toward improved
results.
- Strategic Planning for Safety - Designing long-term
safety processes and solutions that are focused on achievement of the
organization's stated objectives. Consistent with a company's overall
strategic business plan, developing a business strategy for health and
mine safety will create the path that leads the organization toward
fulfilling its vision for employee health and safety.
- Risk Analysis - Identifying potential and existing
hazards and assessing the risk of those hazards in order to provide
a proactive process of control before harm or loss occurs, and determining
whether existing or planned control methods are adequate.
- Emergency Preparedness/Response - Developing emergency
preparedness plan which outlines defined procedures and responsibilities,
knowing how to adequately prepare to respond to an unplanned event,
assisting in the actual execution of the plan, and helping ensure a
safe rescue or recovery operation.

damage assessments, underground and surface control measures, and expert

reviewing or developing responses to proposed actions.
- Compliance Assistance - Determining best approaches
toward compliance with complex statutory or regulatory matters, providing
guidance on compliance and non-compliance liabilities (company and individual),
and dealing effectively with regulatory agencies and legislative bodies.
Example Projects Include:
- Completed a benchmarking analysis of a Canadian
coal producer to determine its competitive position in the global marketplace.
The following categories were evaluated and included in our study:
- Mine conditions.
- Operating practices.
- Production and productivity.
- Safety standards and practices.
- Investigated environmental compliance/liability
and worker safety at 17 mining and processing sites in Alabama, Georgia,
New York, South Carolina and Wyoming which included crushed stone and
dimension stone quarries, underground mines, processing and packaging
plants, and dimension stone finishing facilities.
- Audited two 5.0-million-ton-per-year synfuel plants
for compliance with environmental, health and safety laws. Audit included
a review of all required operating permits and plans, violations, civil
penalties, citizen complaints and potential litigation.
- Conducted a due diligence review of underground
coal mines in western West Virginia and central Pennsylvania for a major
financial institution. Focused primarily on evaluation of environmental
compliance history and safety records. Developed an opinion on the stability
of collateral relative to regulatory enforcement avoidance for financial
assurance.
